just for facts:
all comments received by the ICANN Committee on Evolution and Reform are
posted. The Markle study, authored by Prof. Tamar Frankel, which you
mention, was posted there because it was input to the committee as much as
directed to others. It is to be found in

surely know all too well since you seem to have been following at least
part of the discussions around it.
