As I have explained before, we are not "paralyzed." We
have elected representatives (adcom and NC) who take
positions on our behalf. If they take positions that are 
out of step, we throw them out of office.

It enables those at the meeting to speak on significant policy matters

with some authority.  Yes, this creates risk.  But I feel this is
better 
than being paralyzed at critical moments.
