Dave:
The tremendous underrepresentation of numerous groups in the ICANN process is 
a matter of record and documentation.  The promises of ICANN to improve that 
underrepresentation in the reform process are known to the Department of 
Commerce and a major reason why the renewal was granted.  

ICANN will only succeed if many voices of Internet stakeholders are heard 
loudly and clearly -- and understood and incorporated into ICANN decision 
making.  There is much work to be done -- and ICANN acknowledged it.   NCC 
can and should agree.
