The Electronic Privacy Information Center has issued written comments
regarding the Electronic Numbering (ENUM) protocol, which allows convergence
between the Internet and the public-switched telephone network. In these
comments, EPIC warns, among other things, that ENUM "presents certain risks
to privacy" and that there should be "legislation to protect users of the
ENUM system." The group suggests that such legislation should include
"[g]enuine consent provisions that allow the individual to choose whether or
not to enroll, and choice over what data is included in the record,"
"[n]otice of all information collection associated with ENUM,"
"[p]rotections against government or law enforcement acquisition of ENUM
usage or account information without proper judicial oversight," and
"[a]ccountability provisions that give individuals genuine recourse against
individuals who misuse their information."
