We have made a significant effort to pay. At this stage,
any organization that has not paid its membership dues
is not a member. We could react to the shortfall by:
  a) raising membership fees
  b) Asking for major contributions from specific entities

but in both cases, the ability of the constituency to raise
money is fatally undermined by the Board's refusal to
take the DNSO as the bottom-up originator of policy.
In other words, asking organizations for significant sums
of money in ICANN is like asking them to make a bad 
investment.

And i call to all the members of the Constituency to pay their 
contributions to the Constituency, maybe we can not get all the money 
necessary but is not possible the some organizations don't pay.

If all pay nobody can't take off our votes. But if we don't make the effort 
to pay.. how is possible to say something?
