ICANN CHIEF TO RETIRE M. Stuart Lynn, the president and chief executive of
the nonprofit corporation that oversees the Internet's address system,
announced he intended to retire next March at a board meeting held last
weekend in Garden City, N.Y. Mr. Lynn has led the nonprofit Internet
Corporation for Assigned Names and Numbers, or Icann, since March 2001.
Earlier this year, he released a somewhat controversial proposal to overhaul
its structure. Separately, Icann's chief policy officer, Andrew McLaughlin,
announced his resignation effective July 1. The announcements come at a time
when Icann is under pressure to manage its own organizational reform, lest
the Department of Commerce rescind Icann's contract to manage the address
system and hand those responsibilities to another contractor.   Susan
