As an example of constructive action in this area,
look at the "Heathrow Declaration" developed by a
group of people associated with the registrar Tucows.

I don't particularly agree with everything or even most
things in their declaration; but it is a fine example 
of the Internet community taking this process of reform
into its own hands and establishing its own mechanisms
for discussion and development of ideas. 

They have even set up a mailing list.
