As far as I rememer, when it was brought to the NC discussion for
a while two months ago(?), there were several members(Peter from 
ccTLD and Marilyn from BC) of NC supports in their personal
capacity which was still unclear whether that was the entire NC view 
or not.

Was there any vote on that? I wish I have wrong recollection about
it. That was my understanding.

Therefore, I am afaid that nothing has been changed.

There were several clarifications made by several parties about
NCDNHC dues for DNSO upon my request to clarify the status
during Ghana meeting.
