This is well and truly bizarre. When this issue was first
broached, Touton and other staff members were insisting
that it be given to a non-profit, even before giving the DNSO
a chance to develop the policy.

From what I heard, ICANN Board declined to follow the recommendation
that delegation be made to a non-profit.
This seems peculiar to me, since not only was the recommendation made
through the consensus process, but I believe the Verisign endowment
depends on the delegation going to a non-profit.
