1. Please cite the formal, NCDNHC rule that creates this
restriction. Please point to the online text that documents it.
2. Conflict of interest is a concept that pertains to undue
influence. Please explain what undue influence is involved here. Remember
that this is identical to saying that Government employees may not vote.
