[ncdnhc-discuss] FOCUS : Restructuring of ICANN

Dear NCDNHC Members,

As you know, at the moment, the top highlight issue of ICANN is the
restructuring, and like it or not, it has been raised by Stuart Lynn's
so-called proposal -

With regard to restructuring, another focus is what is the core mission of
ICANN because different idea and understanding about key mission of ICANN
would be linked to how to restructure the present organization. ICANN
staffs announced their views on this topic in their document -
http://www.icann.org/general/toward-mission-statement-07mar02.htm

In last Accra meeting, Board changed the name of the existing Committee on
Restructuring into the Committee on ICANN Evolution and Reform. And the
Committee is instructed to report to the Board its recommendations for a
framework for the structure and functioning of a reformed ICANN, and a
timetable for implementing that framework, no later than 31 May 2002, so
that it can be considered by the Board at its upcoming meeting in
Bucharest on 28 June 2002. (Chair of the Committee is Alejandro!)

Accodingly, DNSO Names Council will also focus on the discussion on
restructuring from now up to May 15. So, now five teleconferences are
scheduled as follows;

Friday March 22
Thursday April 4
Thursday April 18
Thursday May 2
Tuesday May 14

Recently, NC proposed a framework for discussion. It is based on Lynn's
proposal and its idea, but the scope of NC work would not be limited to
his proposal. Its Terms of Reference is located at

The first exercise is to focus on ICANN's mission.  Philip Shepard
provided one extract of the above mentioned mission statement.
