Dear members,

"Whois TF" Preliminary report is avialble now.

The current NCDNHC partcipants are Gilbert Lumantao,
Hakikur Rahman, and myself. The TF members are expected 
to be changed upon the decision by 2002 AdCom members.

I understand my position is to be filled by somebodyelse.

This report is to be posted in the ICANN web site with 
public comment section soon.

According to the teleconference today, TF chair is to ask 
ICANN to provide the list of the respondent with details to 
identify whether they really comply with the category.

After participating in this TF firstly as NCDNHC rep
and then I was invited to this TF by Whois TF chairs for
the sake of continuity.

Let me share my views and concerns admitting that I could
not actively address this issue to the constituency so far.

Issues
1. Difficulty to identify non-commercial specific position
As you may notice later, the respondent from non-commercial
sector is 7.17%, which is small compared to commercial
(36.31) and individual(35.24). The most challenging thing
for me personally was it has been very difficult to characterize
specific non-commercial perspectives based on this survey
outcomes which seem to show very identical trend with oter
sectors, strangely.   

2. Difficulty to verify whether the responses are trustworthy
There was from time to time challenges about the veracity
of the survey responses, which could not be really answered.

3. Difficulty to accept global policies on Whois or Privacy
When Whois TF was formed, we were told that Whois TF is to 
"only" summarize the survey responses. No policy at all.   
Sometimes I am afraid whether this TF is marching into a 
policy-making road under ICANN umbrellera. 

Proposals to NCDNHC
1. To conduct Whois survey only among NCDNHC members
Seeking your support on this, I like to propose we conduct
our own survey whether we can get the same or similar outcome 
which has been shown by ICANN survey result. Such comparison
would make us feel more confidenct about the data which TF is
working on.

2. To attend TF teleconferences regularly.  
Whois TF is one of TFs which has frequent teleconferences
to proceed as scheduled. I hope both current members and
would-be member can partcipate in this TF with their expertise.
