position</FONT></DIV>

non-commercial</FONT></DIV>
<DIV><FONT face=Arial size=2>sector is 7.17%, which is small compared to
commercial</FONT></DIV>
<DIV><FONT face=Arial size=2>(36.31) and individual(35.24). The most challenging
thing</FONT></DIV>
<DIV><FONT face=Arial size=2>for me personally was it has been very difficult to
characterize</FONT></DIV>
<DIV><FONT face=Arial size=2>specific non-commercial perspectives based on this
survey</FONT></DIV>
<DIV><FONT face=Arial size=2>outcomes which seem to show very identical
trend with oter</FONT></DIV>

answered.</FONT></DIV>

Whois or Privacy</FONT></DIV>
<DIV><FONT face=Arial size=2>When Whois TF was formed, we were told that Whois
TF </FONT><FONT face=Arial size=2>is to </FONT></DIV>
<DIV><FONT face=Arial size=2>"only" summarize the survey responses. No policy at
all. </FONT></DIV>
<DIV><FONT face=Arial size=2>Sometimes I am afraid whether this
TF is marching into a </FONT></DIV>
<DIV><FONT face=Arial size=2>policy-</FONT><FONT face=Arial
size=2>making road under </FONT><FONT face=Arial size=2>ICANN
umbrellera.</FONT> </DIV>
