ICANN must conform to reporting rules.  It does that.

It is a very different thing to impose a requirement for them to respond to 
all random, detail queries from anyone who feels like lodging one.

That anyone would think your random, frankly irrelevant, questions are in 
any way legitimate is another example of treating ICANN like a toy rather 
than a serious infrastructure service.

You do not worry that Karl is forcing expenditures of large money and is 
harming the organization he has a fiduciary responsibility to help. Instead 
you worry about their reporting of the amounts.  You do not worry that your 
requests consume their resources.  Instead you worry about satisfying your 
whimsical queries, as if whatever you -- and therefore whatever anyone, at 
any time, for any reason -- has the right to consume ICANN resources in any 
way you see fit.
