Things are always changing.  That is not the issue.

The issue concerns a constituency-wide validation of votes taken at a 
face-to-face meeting.

That vote does NOT keep changing.  Nor is it getting validated.

What DOES appear to be changing is the definition of the purpose of the vote.

It would help if folks stay focused on the original point, namely 
validation of polls taken at face to face meetings.
