My friends:
My name is Gabriel Piñeiro, and Im representing the MINU in the NCDNHC, an
organization from Argentina. Since early December, we have big economic
problems (beside others of public knowledge): we can't pay anything overseas
(not even with credit cards). I explain a little what happen; our current
money is almost on "extinction" (the peso) because our frozen economy, so
our Government have a "wonderful" idea: print some cancellation notes that
are like the ones you use in the "Monopoly" game, with a very LOW value
because the facials of them are a joke, they are almost useless, and beside
other "lovely" characteristics, it's impossible to exchange those
cancellation notes (not are NOT real money!) for American dollars.
Even if you are lucky enough to have pesos (the local currency), you cant
trade them: banks doesnt exchange dollars since December 20! And even if
you are more lucky, and have dollars in your bank account, guess what? You
cant transfer money outside the country (even with the banks open). You can
t even pay with credit cards (even I have to pay some domains and hosting
soon and I don't know whats going to happen, so Im almost crazy): they
reject even the platinum cards!!! And also if you are the luckiest man on
earth and you have the dollars in your pocket, theres no way to send them:
as I said, overseas transactions are forbidden (and in some cases, you cant
even transfer money!!!).
So, finishing this brief & quick explanation, I can't pay the NCDNHC fee.
So I agree with Vany and Carlos statements; give (at least) the
organizations of the under developed countries more time to pay or, even
better, "forgive" the fee because (at least in our case), because from a day
to another, politic and economic instability (in 2 weeks we have 5 different
Presidents and a devaluation of 40% when we have previously ten years of
economic stability) make impossible to plan any expenses (and even if you
could pay, you cannot do that); and only God knows whats going to happen
here. Even in normal situations, at least in my country, the costs of
sending the money are VERY high. So I hope the Board and the members
understand our particular situation and, of course, the general situation of
the underdeveloped countries organizations. Well, best wishes to all of you,

Agree with all you are saying here.
For many people in developing countries are expensive to be able to send
$25.00 in a timely manner.
A banking transfer can cost from $50.00-$75.00 plus the amount to send
which, in this case is $25.00.
A wire transfer also can cost from $25.00.
Credit Card (Visa, Master Card, American Express...) is more feasible.
However, still there will be some that are not able to make payment by
credit card because are not international, or because simply they don't
have credit card.
Even to send a money order (here in Panama is cheap, in other countries
this is expensive too), unreliable postal mail system can make that such
money order lost or arrives later than expected.
Also political and economical situations in some countries (as the
actual situation in Argentina) makes unfeasible to send any
funds to other country, regardless the aumount.
I propose that until we don't have several systems to be able to send a
payment in a timely manner and costless or low cost manner and until a
solution for the problem of payment is not found, that membership
resolution not be fully implemented.
Implementing the membership resolution right now in the actual
conditions, would be a damage for organizations
in Developing Countries because they will be not able to vote.
