As you requested, I asked some questions to TANTIS.
Here, I attach their answer. It looks like one public interest
organization rather than commercial interest association.

TANTIS does not only support Internet using by society of Tajikistan, but also
supports using of new communications, such as mobile phones, IP system, pagers
system, as well as develops independent TV and Radio broadcasting stations.
TANTIS as nongovernment, nonprofit, public organization has fruitful
cooperation relation with government of Tajikistan. TANTISinvolved to the
process of Law creation, representative of TANTIS first time in the history of
independent Tajikistan oficially included to the State License Comission for TV
and Radio Broadcasting stations. Together with political parties of country,
which are represented in Parliament as well as oficially registered now TANTIS
working on creation official web-sites of political organizations of the
country.
ISP Telecomm Technology, ISP Babilon-T, ISP Intercom are the members of TANTIS
and has everyone 1 vote in decision process per. Several TV and Radio
broadcasting stations, communication companies are the members of TANTIS.
TANTIS does not provide any communication services, but represents interests of
its members as well as develop new technologies useage by Tajikistan society.
TANTIS is not commercial organisation. Uniting commercial organisations, TANTIS
does not have membership fees and open for free membership. The main policy of
TANTIS is stay independent from commercial goals, but help society to
understand all incomes of using new technologies and opportunities they can
give to people for increase their welfare.
