Of course Milton should be asked to rejoin the task force.

By all accounts the ORG task force worked well together, and would 
obviously have a wealth of "institutional" knowledge and 
understanding of past discussions and agreements.

Suggest first thing they do -- May 1, or before--  is have a 
teleconference with staff to discuss the RFP.  Make sure it's 
recorded (MP3 as the names council.)  If some TF members can't make 
the call, the recording will help.  If possible, schedule a second 
call the following week, before the 12th.  Hard work -- good luck.

If the board had a clue it would have asked the task force to 
reconvene after Accra to discuss/answer staff's problems.
