A good test of whether an ICANN-related proposal is likely to be even 
slightly practical is to see whether it is offered as something that is 
very simple.

Nothing about ICANN has turned out to be simple, so a claim that a problem 
has a simple solution is a clear indication that the situation is not being 
treated seriously.
