besides the fact that no such statement has been made...

it is not enough to try to fix problems that do not exist.  there are an 
infinite number of problems that do not exist.  you cannot "fix" all of them.

why?  what makes that particular suggestion a good one?  (if you think that 
ICANN is obscure or unresponsive, you are in for a real treat when dealing 
with the any-country-can-veto ITU bureaucracy.)
