Presumably, someone who is claiming that there needs to be an effort to 
protect against expanded scope has bothered to read ICANN formal documents, 
to ensure that those strictures are not already present.

Alas, it appears that you are not even familiar with the ICANN articles of 
incorporation, nevermind derivative ICANN documents.
