The reconstituted ORG Task Force has a teleconference today
which was a conversation with Louis Touton.

The ICANN staff is shooting for a release of the draft RFP
by the end of May 1, (5pm US West Coast time). It may not
make that but don't expect any major delay, perhaps one day.

Touton made it clear that the criteria for selection will include:

* Some kind of "basic demonstration of capability" to run
a large scale registtry. It was not clear whether this would
be limited to registry operation per se or include successful
operation of related businesses, e.g. web hosting or 
registrar. I pointed out that only 3 registries in the world
now operate on the same scale as Verisign.

* a statement that a non-profit applicant will need to demonstrate
support from noncommercial community and include governance
mechanisms making it sensitive to the needs of noncommercial
registrants. (Keep in mind however that commercial applicants
are eligible also.)

* something relevant to an issue J Love has been raising:
staff will not accept a two-step process, by which it 
designates a non-profit governance authority first and 
allows them to select an operator second. They will
require them to select an operator as part of their application.

* Touton could not say who they might outsource the 
evaluation to.

After the RFP is released the TF will have until May 13 to 
submit comments. Feel free to send me any ideas or reactions
you have.
