[ncdnhc-discuss] ICANN releases preliminary 2002-2003 budget

The Internet Corporation for Assigned Names and Numbers has released a
preliminary budget for 2002-2003 that, among other things, "envisages a
significant 28% increase in expenditures over the 2001-2002 budget." The
document goes on to state that "expenditures for At Large support will be
made only to the extent that separate external funding support is received."
Even then, it does not explicitly provide that such money should be spent on
future ICANN At-Large public elections, but instead suggests that the funds
be used to help form "At Large organizations."
