Dear Kathy:

My apologized in my delay to answer your question.

Here it goes:

I think that there might be more conditions,
requisites, criteria, etc, to examine in order to
grant a TLD administration to any company, more than
simply technical criteria.  In this view I think that
the work made by the Committe that made all review to
the past process of new TLDs was exceptional and ICANN
Board members were very wise in listen them.  Also
they considered that technical criteria is not enough
to select a manager for a new TLD.   

In Marina del Rey also I voted against a similar
resolution proposal because the same reasons.
