I strongly agree with Raul here. It's good for ICANN to spend some 
time on technical/security discussions, but we shouldn't let that 
discussion derail others.

Maybe we could delay the finalization of the NCDNHC agenda until a 
bit closer to the meeting? That would give us some flexibility.
