Dear Dave,

in fact the procedure as proposed was to "develop" resolutions online
which I and many others (silent, writing, or vociferous) have understood
to require discussion. You make a valid point by asking why not to discuss
right now, if need be.

It may happen that a consensus emerges in favor of the resolution. But we
would have to move on to discuss its substance, implications, etc.,
instead of "stopping discussion by discussing".
