Thank you for raising this point.  I missed it, and entirely agree that the 
NCDNHC should not seek to have .ORG domain holders subsidize participants 
in NCDNHC.

If the only question were whether it would have a small benefit or a large 
one, then yes it would be good to pursue.  However the real problem is that 
"bridging the digital divide" is a distraction from the direct 
administration and operations tasks of ICANN.  If we try to pursue 
activities outside the scope of ICANN, we help neither the ideal that we 
are attempting to address, nor do we help ICANN do its job.
