hmmm.  yes.  that does point out some of the difficulty this group has 
shown.  this group is within ICANN.  hence the activities of this group are 
constrained by ICANN's scope.  for this group to go beyond ICANN's scope 
means that this group is doing non-ICANN business.  if it wishes to do 
that, it should separate itself from ICANN.

you want to add a requirement that every ICANN proposition work at fixing 
global social problems?

that is an excellent way to ensure that ICANN never does its main job.
