Finally NC decided as follows:

Yes, the NC accepted both my amendment and YJ's 
amendment, however, they somewhat watered down 
YJ's amendment by removing language about "regional
bodies" and using less specific words about "other 
relevant communities."

On the whole, however, it was a good resolution 
because the entire Names Council acted in unity to
stand up for what is left of bottom up policy making
in the ICANN structure.
