Hi Milton:
Thanks for sharing this document before it release for
public comments. I have some concerns:

It should include those non-commercial organizations
that are also under the ccTLDs. If not, in fact you
are excluding the majority of non-commercial
organizations since with exception of US based
non-commercial ones, the majority of non-commercial
organizations are registered under ccTLDs.

> providers to perform technical and service
> functions.
Why is this excluding non-commercial providers?
> Either new or existing organizations should be
> eligible
> to apply to become the SO. A new organization need
> not
> be formally incorporated prior to submitting its

I would add that it should be incorporated at the time
of the signature of the contract with ICANN.

I would change the word "SELL" for "REGISTER", since
this would imply that a Registrar can BUY a domain
names and then the Registrar can sell it to an end
user.

Is the charter of this TF to review the applications
for .ORG Registry and receive its consent?
I would appreaciate a lot your answers to these
concerns.
