please check. It is mostly and preeminently a freeze. It was intended to
make options available instead of unavailable.

As Milton noted correctly I voted against it and made some of my reasons
known during the meeting. However I stand by it as is now.

Anyway I don't think there should be such a fuzz here until more defined
and elaborate policy positions are stated.
