Raul, I have read the resolution twice (maybe I have
to read it a third time), and in my understanding, it
includes to both not registered yet and already
registered.  The provision for the already registered
is that Afilias should make the challenge of such
registration.  Also I understand that from 30 days
after the Montevideo meeting, the President of the
Board has to make proposals of actions regarding their
resolution.

Because the resolution of the Board says that the
Board will design a plan of action!!!  It is not only
to say to Afilias: go and make this and this.

But, I can be wrong in my understand.  I would prefer
that someone from the ICANN Board (Alejandro...would
you please?), clarify my interpretation of the
resolution made in Montevideo.
