Randy gave NINE MONTHS notice to the Adcom.  It was ignored.

The normal approach to getting things done when they are not fully under 
one's control is to anticipate requirements and initiate requests early, 
not to wait until there is a crisis.

It would truly refreshing, Milton, if you once took responsibility for your 
actions.  Or, in this case, inactions.
