Simple answer to this question.

.ORG has never been marketed. COM has been marketed.
"The Bug-Reaper dot com"....etc.
When was the last time you saw a television 
commercial from Verisign promoting anything but COM? 

ORG has been treated as something a business 
might want to register to protect the exclusivity of 
their COM name. Of course, end users who aren't 
commercial naturally gravitate toward ORG. But
have their needs and desires as consumers ever
been given any serious attention? 

Mike Roberts thinks ORG will shrink after divestiture.
If it does, it will only be because we have chosen
the wrong policy (S,R). There is a major, untapped
demand on a global basis for ORG names. If ORG were
given its own distinct identity (and that means
marketing, brand differentiation) it could double.
