Dear Alejandro and others,

I think situation could be quite different depending on countries. In
Korea, local CERT works well. It is supported by government authority. And
its early warning function and some responding measure services for
non-profit organizations are more or less effective. The problem is that
most system administrators' perception on the security issues is very
naive and so they don't feel to use such public service. Meanwhile,
security related information is also being shared through some volunteer
communities such as Linux groups. Some sensitive public policy issues like
privacy, intellectual property or consumers' right in cyberspace are being
undertaken by NGOs including PeaceNet Korea.
