Hi to all:

The actual draft of the Policy Statement on .ORG states the following
regarding Sponsoring Registry and the Opearator for .ORG

       2. Characteristics of the Sponsoring Organization
       Administration of the .org TLD should be delegated to a
       non-profit Sponsoring Organization (SO) with 
       international support and participation from current
       .org registrants and non-commercial organizations inside 
       and outside of the ICANN process. It should be 
       authorized to contract with commercial service 
       providers to perform technical and service functions. 
       Either new or existing organizations should be eligible 
       to apply to become the SO. A new organization need not 
       be formally incorporated prior to submitting its 
       application.

My comments on this part of this statement are:

1.  The Non-Profit Sponsoring Registry not only has to have
international support.  It has to be a Non-Profit organization
international in its composition since such Sponsoring Registry
will be the responsible for all the Policy making in .ORG,which means
that
international support is not enough.  International Composition should
be a requirement.  
I recommend that such Sponsor Organization has an International
Composition of at least
from the Five Regions defined by ICANN, as also an obligatory
requirement.


2.  The Registry Operator:  not only should have autorization to
outsource technical and provider
services with commercial entities.  Priority should be given to those
Sponosors Organizations applicants that
propose as Registry Operator as itself or to a Non-Commercial
organization.
In fact, the Sponsoring Organization is allowed to figure as the
Registry Operator and
then the operator can be outsourced.
More compromise to the target community (in this case, the
Non-Commercial sector) is achieved if the Sponsor Organization also
figures as Registry Operator or if such Registry Operator is a
Non-Commercial Organization.
