Chun Eun Hwi quoted the MAC report from two years
ago, which was a fairly good definnition of the at-large,
but it is not clear whether that particular definition will be
adopted.

If I were to be the representative for an organization that was part of 
NCDNH, could I also be an At-Large Member?
