[Membership-affairs] Sending a reminder email to fill the NCUC survey

Hi Bill,

I can do so but still think that a better option is to send direct emails
to each NCUC member (via bcc) without the [NCUC-DISCUSS] heading.

After all, it's an administrative rather than a discussion issue and with a
header like [REMINDER], it could catch attention and not be archived or
sent to spam.

Only mail list admins can extract the emails and do it.
