[NCUC Inreach] InReach Committee Meeting Summary

Thanks Ed for the summary, I see that there is already some mid-term plans
like capacity building and new policy committee work(which should be
reflected in new bylaws)
is there any plan to have informal discussion in Beijing for those who will
be there?
