[NCUC E-team] DNSSEC

Seeing no opposition I consider this 2-0 vote in favour,
and given it's trivial to disable again if need be,
I'll enable it now without further ado.

If any NCUCer attends some DNSSEC session in Marrakech
or wherever, they can now mention offhand that of course
NCUC uses DNSSEC. :-)
