[Comment-drafters] Week 2: Public comment, background reading

Hi,

Per previous communication with Dina, she is aware about the current draft
and her plan is that the group work on drafting another one as practice
anyway.

For NCSG PC, we dont have deadline yet but it is probably better to have a
final draft asap. The current one drafted by Farell is being edited and
commented,  and may go through several changes.
