[Bylaws] Bylaws - an update

Hi

Thanks Arun and Farzi, this is great.  Maybe it’d make sense for people to add suggested tweaks under each category in different colors so we can keep track of who’s saying what, and to use the side Comment mode for questions, explanations of thinking, etc. so the actual list doesn’t get too cluttered to look at.
