[Bylaws] [NCUC-EC] Org Reps in Multiple Constituencies

Hi,
For the record, there is a rule in the GNSO Operating procedures (http://gnso.icann.org/en/council/op-procedures-24jun15-en.pdf) about this, which I believe was a result of a BGC recommendation. Specifically, article 6.1.2(j) of the GNSO OP says:
> No legal or natural person should be a voting member of more than one Group.
My reading of this includes across different constituencies, not just stakeholder groups. In updating the NCUC’s bylaws to conform to the NCSG’s charter and ICANN’s bylaws, this will need to be made clear.
