[Bylaws] [NCUC-EC] Org Reps in Multiple Constituencies

Subsequent discussion indicates that actually these were cases of being in two NCSG constituencies which is fine.  Involved outside NCSG would not be.  The language is old, pre-NCSG, and needs clarification in the update.
