[Bylaws] NCUC Charter - Constitution (Section I)

Hello all,

The working version of the Bylaws is here:

Section I relates to the Constitution/ Mission of the charter - I've placed
the comparable paragraph from the NCSG charter on the working document and
highlighted additional bits in *bold. *

That apart, Carlos Alfonso also has offered some inputs (this is from 2012
possibly) - I've marked in bold the changes he suggests to the operative
paragraph.
