[Bylaws] NCUC Bylaws Revision Committee Meeting

I don't know what platform you are thinking to use in this effort, but the bylaws are on Confluence at https://community.icann.org/display/gnsononcomstake/Bylaws+of+the+Noncommercial+Users+Constituency

We should also compile and draw on the prior efforts to get a revision started.  One bit of aborted playing around is at https://docs.google.com/document/d/1eMYs3_odaFN01piVcvMAuxAu_nJyqX2oGYK1o10QuIU/edit

I believe Konstantinos had another version he was playing with when he chaired, and Avri might have something too.
