I am not aware of any rule preventing it, but as you point out, the
NCUC  EC appoints the NCSG EC reps, so there could be a conflict of
interest - the solution is probably for any NCSG EC rep candidates
to recuse themselves from the appointment discussion (and possible vote)
in the NCUC EC.

No specific deadline, just good to do as soon as possible after the new
chairs have been appointed.
