[NCUC-EC] NCUC EC Rep Appointment (urgent)

Thank you Benjamin, and yes, as you state, the rules for appointing
NCUC reps to the NCSG EC team are rather minimal. This should probably
be looked at next time we review the NCUC bylaws.
