Thanks Ines.

All EC members…

I have drafted a communication message which you can find at this link:

https://docs.google.com/document/d/1L9NNAvBv25TvKCxDJqSv5Gfq4ln6VEBW7DTvJxITJeM/edit?usp=sharing

And for convenience I have pasted the text below.

As you can see I have included some simple criteria. The message includes a link to the form for applicants to use.

Let me know your thoughts and if we all agree then we can proceed.

Ken

Subject: NCUC Travel Grant Opportunity for ICANN77

Hello NCUC Members:

I am happy to announce that the NCUC Executive Committee has approved a pilot programme to provide limited grant funding for members to attend ICANN77. We are calling it the “Engagement Enhancement Pilot Programme (E2P2)”. The concept behind the programme is to encourage participation from individuals interested in contributing to the work of NCUC. This programme is for ICANN77 only, and the EC will review the programme effectiveness before deciding to continue for any future ICANN meeting.

ICANN77 is the 2023 Policy Forum, which will convene in Washington, D.C., from 12 – 15 June 2023.

The grant is for $500 each for two NCUC members. Accepted applicants will be reimbursed up to $500 each upon submission of a hotel or airfare receipt after the meeting.

Criteria. Candidates for the funding must:

- Be a member of NCUC.

- Have checked-in for the 2023 Non-commercial Election.

- Participated in an ICANN working group for the past 3 months.

- Attended two NCSG policy committee meetings in 2023.

Expectations: The selected candidate should be prepared to:

- Participate in most of ICANN77.

- - Participate in drafting communications during the meeting to the NCUC membership regarding the sessions attended.

- - Participate in a post-meeting membership call to describe the outcomes/activities of the meeting.

How to apply: If you wish to be considered, kindly complete the online application through the link provided with the following information by the deadline:

- Name.

- Contact information (e-mail).

- Confirmation that you meet the criteria.

- - Short statement explaining why you would like to attend ICANN77 representing the NCUC. Include a mention of which working groups or policy discussions you have been involved with or would like to be involved with in the future. If you have not been involved in policy discussions, which policy discussion(s) will you become involved with? (please provide links to your mailing list contributions and your record of attendance in WG meetings)..

Deadline: Please complete the application by 23:59 UTC Thursday, May 25, 2023. I recommend that you also reply to andrea.glandon at icann.org <mailto:andrea.glandon at icann.org> with a copy to the NCUC-EC Chair (benakin at gmail.com <mailto:benakin at gmail.com> ) indicating that you have applied using the form.

NOTE: REPLYING TO THE NCUC-DISCUSS OR ANY OTHER LIST DOES NOT CONSTITUTE AN APPLICATION!

Please feel free to reach out, should you have any further questions.

Good luck!

Thank you Ben for the clarifications and Ken for volunteering to do the form.

It would be great indeed to have the call out tomorrow (if possible) so that Andrea hopefully receives a good number of applications, if it s not possible then let s just keep it simple by email as it is and work on a form next time.

Dear Ken,

Please where is the form? It would be great to make Andrea a co-admin on the form so she can receive the applicant.

We like to have the Call out tomorrow.

Regarding transparency, the entire process is open to the community. I shared the idea in our EC meeting(it is available to the community).

The entire development of the call and these interactions is available to the community.

The cost is 500 USD and for two participants, the ECs are going to vote to select.

Once that is done we inform the treasurer to provide the funds to selected participants.

This is my understanding.

Kind regards,

Benjamin

I agree with Olga’s questions and strongly urge we use a web form similar to what I put together for the CROP for the applications rather than e-mail messages. I can amend the form tomorrow or Thursday for this purpose.

Second, please suggest some criteria for making our decision. We could, for example, encourage newcomers who may have been following discussions but not active yet. This could spur a higher level of engagement. And in that vein, we can assign one of the two EC members officially attending to act as mentors.

Finally, how is this going to be settled? I do not think we should just be sending out checks to people. Maybe require submission of a hotel or airline receipt. We will need to make this clear in the announcement. Again, I can amend my CROP announcement to include whatever criteria we decide.

Hi Ben!

Thanks for putting this together. I would just add that interested candidates should send a short motivation why they want to attend ICANN77 and how travel support will contribute to their chances to attend the meeting in-person.

Best,

Olga

Dear ECs,

Kindly see below the call for a small grant for ICANN77 attendance as discussed at the last EC meeting.

What do you think? I hope to send it to the mailing list shortly.

Dear NCUC members,

The EC would like to award two grants to assist with attendance at ICANN77. Two members will be awarded $500 USD, each, to be used towards travel or accommodations for ICANN77 in Washington, D.C.

This is another effort to support NCUC's presence at the ICANN meeting and improve engagement.
Successful applicants would commit to full engagement with NCUC during the meeting and ensure they participate in the readout session.

Active participation on the mailing list and at NCUC virtual meetings is a major consideration.

Recipients would be reimbursed for their expenses.

Send your interest to andrea.glandon at icann.org <mailto:andrea.glandon at icann.org> before May 25.

Kind Regards,
