Yes, essentially what I was saying. I was comparing the one vote ALS's to
the 2 vote Orgs, but I guess 2 votes would actually count as one, if the
individuals just constituted a single org. Same difference. I had forgotten
about the exclusionary rule.

I don't see any example of abuse within the NCUC, the problem is more
getting people to vote at all, but the possibility is there for an org to
pad the NCUC wth individuals to bolster a position.
